The location of your uploaded photos depends on the type of product you are personalizing. Photo book images are stored within the specific project editor, while photos for all other products are saved directly to your Paper Culture account. Because these storage systems are separate, photos uploaded to a photo book cannot be used on other products (like cards or stationery) unless you upload them again directly to that product. The same is true for photos used on cards, stationery, etc. cannot be used on photo books unless uploaded directly to that editor.
